CONCORD, NH – Emmanuel Niyomugabo, 52, of Concord was arrested at 8 p.m. on November 13, 2021, for drunk driving after an incident on North State Street.
Alexis N. Regan, 25, of Gallen Drive in Concord was arrested at 5:21 p.m. Nov. 12 on an arrest warrant and warrant. She was arrested after an incident at the Friendly Soup Kitchen on South Commercial Street. According to an affidavit from Bow, on October 5, Regan was charged with possession of methamphetamine while inside a car parked in the Circle K parking lot. She also had an active warrant for have operated without a valid license. Larry Cole was also arrested under an electronic arrest warrant. The officer said in an affidavit that the drugs were “for all to see”, but a search warrant was also requested and granted. Regan did not appear on an arraignment on November 4 and a warrant has been issued against her. She is due back in Merrimack County Superior Court for arraignment on December 9.
Christopher D. Skinner, 25, of Concord was arrested at 4:44 p.m. Nov. 11 on an arrest warrant. He was arrested after an incident at the Friendly Soup Kitchen on South Commercial Street.
David C. Richardson Jr., b.1994, of Concord was arrested at 3:45 p.m. on November 4 on charges of criminal mischief, resisting arrest or detention, obstructing reporting, domestic violence, common assault and two common assault charges. He was arrested after an incident on Fisherville Road.
Tiffany L. Campbell, born 1984, of Manchester was arrested at 1:56 p.m. on November 3 on a warrant for arrest at police headquarters.
Jackson Mugisha, born 1978, of Concord was arrested for driving after dismissal or suspension at 12:12 a.m. on November 2 after an incident on Loudon Road.
Cassi J. Page, 33, of Woodlawn Drive in Allenstown was arrested at 6:24 a.m. on October 31 on a felony trespass charge. An officer was sent to Cumberland Farms on North Main Street for a report of a woman yelling at everyone. The complainant turned over the license for the Chevrolet parked in the store that was connected to the woman to the dispatcher and the officer noted in an affidavit that the woman was Page. Page, according to the report, had been hacked from the store in July. The officer arrived, spoke to her and asked her what she was doing at the store when she had previously been raped. “Cassi responded by shouting at me, ‘You have no authority over me! “And then said,” F — you, a — hole, “said the affidavit. Page was arrested and continued to shout, according to the report, threatening to “sue the whole state of New Hampshire” and calling the officer a derogatory term about their sexuality. Page was then taken directly to the county jail and detained.
Angela Marie Spataro, born in 1992, of Concord was arrested at 11:42 a.m. on October 28 on a charge of endangering the well-being of a child after an incident at the Best Western on Hall Street.
Faris Toto, 19, of Concord was arrested at 6:22 p.m. on September 30 on a felony second degree assault with a lethal weapon as well as two charges of common assault after an incident at Regency Hill Estates on the East Side Drive .
John Joseph Garnett, born in 1965, of Concord was arrested at 5 p.m. on September 30 on charges of unauthorized theft under $ 1,000 after an incident on Triangle Park Drive.
